WITNESS DECLARATION REGARDING AUGUST 30, 2026 BELMONT PARK HOMEOWNERS ASSOCIATION MEETING AND ELECTION

I, the undersigned, was personally present at the Belmont Park Homeowners Association meeting held on Sunday, August 30, 2026, at 23 Bullsboro Drive, Newnan, Georgia (Newnan-Coweta Chamber of Commerce office). The following is an outline of what took place at that meeting, to the best of my knowledge and recollection as an attendee. Optional checkboxes below this outline are for specific matters I personally observed or heard; leaving a box unchecked does not mean the event did not occur — only that I am not personally attesting to that detail.

1. The meeting was held on August 30, 2026, at 23 Bullsboro Drive, Newnan, Georgia (Chamber of Commerce office).
2. A sign-in sheet was maintained for attendees as they arrived at the meeting.
3. Approximately thirty homeowners and residents were present during the meeting, along with Board members Enrique Inostroza (“Ricky”) and David Matthew Bozone (“Matt”), and Officer Zach DeBisschop. Going into the meeting, Enrique Inostroza, David Matthew Bozone, and Bo Dettmering were the only remaining Board members; prior Board members had resigned under Matt’s tenure. Bo Dettmering attended only partially (see below).
4. The Association had invited attendees to a meeting with Mayor Shepherd followed by the HOA Annual Meeting, scheduled to start at 5:30 PM. David Matthew Bozone and the meeting notice indicated the Mayor would be present for a short welcome / community discussion at the start. Attendees understood the Mayor’s appearance would be brief. The Mayor did not appear. Before the formal Association meeting began, Bozone spent a substantial period of time — approximately thirty minutes — addressing the Mayor’s absence and delaying the start of the meeting, which wore on those waiting for the meeting to proceed.
5. The meeting was at times contentious, chaotic, and disorganized. Homeowners asked numerous questions and requested information and supporting data concerning matters being presented. Not all of the information requested by homeowners was displayed or provided during the meeting.
6. Enrique Inostroza (“Ricky”), who was serving as President, welcomed those in attendance at the beginning of the meeting. David Matthew Bozone (“Matt”), who was serving as Secretary/Treasurer, thereafter conducted substantially all of the meeting and presented a PowerPoint presentation.
7. Officer Zach DeBisschop was present during the meeting at the request of David Matthew Bozone.
8. During the meeting, homeowners raised concerns regarding the manner in which the meeting was being conducted, the information being presented, and adherence to the announced agenda. Despite the contentious nature of portions of the meeting, the meeting continued and proceeded to nominations and voting for members of the Board of Directors.
9. Nominations were made openly in the presence of the homeowners attending the meeting. Among the nominations and seconds made from the floor were the following:
   • Ivette Duran was nominated by Shad Vick, and her nomination was seconded.
   • Kevin Williams was nominated and supported by Gayle Linscheid, Ivette Duran, and Steve Stone, with additional homeowners present expressing support.
   • Noel Wilson was nominated by Shad Vick and Ivette Duran, and Gayle Linscheid, along with other homeowners present, seconded and/or expressed support for the nomination.
   • Steve Stone was nominated and his nomination was seconded by homeowners present.
10. Ballots used for the election were sheets on which names could be written. During the meeting, David Matthew Bozone stated that ballots bearing his stamp and printed on what he described as special or non-copy paper were authentic election ballots.
11. As to open-floor nominations for David Matthew Bozone, Enrique Inostroza, and Bo Dettmering: several attendees have stated they do not recall such nominations being made in the same open manner as those listed above. Each signer may confirm their own recollection in the optional checkboxes below; meeting recordings may clarify what was said. Separately: Bo Dettmering was not present for most of the meeting. He had reportedly been listening by phone at times, but that connection was interrupted when Enrique Inostroza used the phone for other purposes. Bo arrived in person near the end of the meeting as votes were being counted, remained briefly, and then left. Enrique Inostroza was frequently out in the hall during portions of the meeting. The names of Bozone, Enrique, Bo, and Shad Vick nonetheless appeared on written ballots and/or proxies that were counted and tallied on the whiteboard. The final whiteboard tally reflected 12 votes for Shad Vick. (Shad does not dispute his own later disqualification as a non-resident nominee.)
12. Election materials and the whiteboard were handled at the front of the room during the meeting, including involvement by Jessica Navas. Attendees later reported that David Matthew Bozone restricted others from handling or inspecting proxies in his possession while Jessica Navas was permitted to handle election materials. 13. Voting did in fact occur during the meeting. This was not merely a discussion of potential candidates or a proposal to conduct an election at some later date. Homeowners present cast votes, and those votes were counted during the meeting.
14. The vote tallies were written on a whiteboard. The final tallies shown on the whiteboard (preserved in Exhibit A, a photograph taken at the meeting) were:
    • Ivette Duran — 24 votes
    • Kevin Williams — 24 votes
    • Noel Wilson — 23 votes
    • Steve Stone — 19 votes
    • David Matthew Bozone — 18 votes
    • Enrique Inostroza — 18 votes
    • Bo Dettmering — 17 votes
    • Shad Vick — 12 votes
15. The vote count reflected that Ivette Duran, Kevin Williams, Noel Wilson, and Steve Stone received the four highest vote totals shown on the whiteboard.
16. David Matthew Bozone and Enrique Inostroza each received 18 votes, resulting in a tie between them.
17. During the meeting, Enrique Inostroza stated that he would step down or withdraw, resolving the tie and leaving David Matthew Bozone in the remaining Board position.
18. Following the counting of the votes and resolution of the 18–18 tie, the persons presented and understood at the meeting as having been selected for the Board were Ivette Duran, Kevin Williams, Noel Wilson, Steve Stone, and David Matthew Bozone.
19. The election results were displayed and communicated openly in the presence of the homeowners attending the meeting.
20. There was no announcement at the meeting stating that the election was incomplete, provisional, invalid, subject to later cancellation, or that another election would be required before the announced results would take effect.
21. In summary: the election was conducted, votes were cast, the votes were counted, the results were placed on the whiteboard and announced, the tie was addressed during the meeting, and the individuals selected through that process were identified.
22. The meeting was recorded by Joyce Fowler and by other attendees (video and/or audio).
23. The meeting was thereafter adjourned.
24. I am signing because I attended this meeting and want there to be an accurate written record of what occurred. Optional items I check below are limited to details I personally observed or heard.
25. Except for optional checkbox items and any additional comments I add, this outline is not based upon subsequent emails, statements, accusations, characterizations, or representations made by any individual after the meeting.
